The Funding Landscape

The Victorian Government is leading the nation in early childhood education reform through its Best Start, Best Life initiative. A key part of this commitment is the Building Blocks Grants program, a suite of capital grants designed to help Not-for-Profit organisations build new centres, expand facilities, and upgrade their learning environments.

Understanding the grant streams

There are two pathways to funding. Both streams are designed to help community-based operators meet future demand for funded kindergarten places. The Planning Grant is often the first step, paving the way for a future Capacity Building application.

Understanding the application process

While funding is available, applying for a Building Blocks Grant is a competitive and rigorous process.

Success depends on a well-prepared, evidence-based application that strongly aligns with government objectives and Council’s Kindergarten Infrastructure and Services Plan (KISP). Many great projects fail, not on merit, but by failing to meet the strict technical, compliance, and policy standards. That’s where an experienced partner makes all the difference.

Phase 1

Planning Grant Application

This is the most critical phase to develop your project proposal and business case. Your application must be supported by comprehensive documentation to ensure your proposed project meets the core requirements, such as delivering a funded kindergarten program upon completion.

Phase 2

Capacity Building Grant Application

Following the completion of the planning grants and the planning process, the next step is to submit an application for the Capacity Building Grant which includes all the documentation outlined in the planning grant submission with additional documentation for the building design, building permit and construction works.

FAQs

Not-for-profit childcare providers can access a range of government funding streams (federal, state and sometimes local) for capital works, infrastructure upgrades and early-learning expansion projects. At Mollard Property Group we help you identify the relevant grant program, interpret the eligibility criteria, and prepare a targeted strategy so that your project aligns with the grant requirements — reducing the risk of missing the criteria. We’ve helped clients across states in Australia to secure multi-million-dollar grants and deliver high-impact community childcare spaces.

Grant readiness means having all the evidence, documentation, feasibility reports, design concepts, governance-frameworks and project plans in place so that when you submit your application you meet the grant’s compliance and evaluation criteria. Mollard Property Group’s approach includes: needs analysis, licensing-compliant design, financial modelling and approvals strategy. The time it takes depends on site complexity, zoning and whether you already have key documentation — typical preparation could range from a few weeks to several months, but with our experience we often help clients move much faster.

While every project is unique, the timeline typically comprises: grant approval → design- & planning-phase → construction → commissioning and licencing. At Mollard Property Group we’ve achieved notably fast approvals (for example, 31 days for DA in one regional project). [link to Cowra project] Depending on site complexity, size and location, a project might take anywhere from 12 to 24 months from grant approval to opening day. We prepare a project plan that sets realistic milestones and monitor progress so your organisation can plan accordingly.

Ideally 3–6 months before grant openings. Early preparation allows time for feasibility studies, concept plans, and governance documentation, increasing the success rate.
