How the Building Early Education Fund (BEEF) Empowers Not-for-Profit Childcare Providers – and How Mollard Property Group Can Help

The Federal Government’s $1 billion Building Early Education Fund (BEEF) marks one of the most significant investments in Early Childhood Education and Care (ECEC) infrastructure in Australia’s history. Launching in July 2025, the initiative is designed to increase access to high-quality childcare in areas of greatest need – particularly outer-metropolitan growth corridors and regional communities often referred to as “childcare deserts.”

While the fund will benefit the broader sector, it is uniquely structured to support and strengthen Not-for-Profit (NFP) operators, addressing their greatest barrier to growth: access to capital.

The deadline to apply for the fund is 5:00pm AEDT on 17th March 2026. You can submit your application to SmartyGrants.

At Mollard Property Group, we believe BEEF represents a once-in-a-generation opportunity for NFPs to expand their impact – and we are here to help you make the most of it.

What Is the Building Early Education Fund (BEEF)?

BEEF is a national, supply-side investment program developed to increase ECEC availability across Australia and move the sector closer to a universal early learning system. The fund is split into two key components:

  1. $500 Million in Capital Grants (Prioritised for NFPs)

This competitive grant stream supports the construction of new centres and expansion of existing services. Not-for-Profit providers, along with state and local governments, are explicitly prioritised – giving NFPs a genuine competitive advantage in securing development funding.

  1. $500 Million in Commonwealth-Led Developments

Through this stream, the government will directly build, own, and lease ECEC centres in areas where the private market has failed to deliver adequate supply.

A major strategic focus of the initiative is the co-location of early learning centres on or near school sites, creating integrated community hubs that support family access and long-term educational continuity.

Why BEEF Is a Game-Changer for Not-for-Profit Providers

The design of BEEF signals a significant policy shift: a deliberate move to strengthen community-based, high-quality early education.

  • Access to Large-Scale Capital: NFPs often struggle to compete with for-profit chains due to limited access to development finance. BEEF directly addresses this barrier by providing dedicated capital for NFP-led projects.
  • A Mission-First Approach: Funding is targeted at communities where commercial viability may be low, but social need is high – perfectly aligning with the mission and values of many NFP operators.
  • Government Prioritisation: With grant rounds explicitly focused on new NFP services, the fund effectively levels the playing field, enabling NFPs to grow sustainably and serve communities that need them most.
  • Sector Capacity Strengthening: Complementary initiatives, such as the IDAC program, are building the capability of NFP operators to deliver complex developments – further improving outcomes for the sector.

How Mollard Property Group Supports NFPs Through the BEEF Process

Most Not-for-Profit operators have deep community connections but limited in-house expertise in property development, complex grant applications, and government-led infrastructure processes. This is where Mollard Property Group (MPG) becomes your strategic partner.

Our Not-for-Profit Grant & Development Support service is designed specifically to help NFPs secure and deliver BEEF-funded projects.

Phase 1: Preparing a Competitive BEEF Grant Application

To be competitive, BEEF applications must be shovel-ready, evidence-based, and strategically aligned to the program’s objectives. MPG provides the complete set of deliverables required.

We support NFPs with:

  • Evidence-Based Needs Assessments: We prepare demographic analysis, demand modelling, and supply-gap evaluations to clearly demonstrate your project meets the “area of need” criteria.
  • Feasibility + Concept Planning: We develop licensing-compliant concept plans, site layouts, and room configurations that align with operational best practice and regulatory requirements.
  • Financial Feasibility & Budgeting: Our team builds detailed financial models and project budgets required to prove viability to the government.
  • Grant Application Development Report: This comprehensive document forms the backbone of your BEEF submission, presenting your project as fully planned, costed, and deliverable.
  • Strategic Grant Alignment: We ensure your proposal aligns closely with the BEEF criteria – including co-location priorities and quality-of-design expectations – boosting your competitiveness.

Phase 2: End-to-End Development Management

Once funding is secured, NFP providers must deliver a compliant, timely, and cost-controlled development. MPG acts as your full-service development partner from concept to completion.

Our post-grant services include:

With Mollard Property Group, NFP operators can confidently compete for major government funding and deliver high-impact early learning infrastructure without needing in-house development expertise.
